This article analyses the reasons for Denmark’s success in e-government construction. The argument is that fit between levels of ideas, institutions, and technologies can enable the institutional change necessary for successful reform. Consequently, this article analyses changing ideas, policies and technologies during Danish e-government construction, and identifies the fit in the interplay between ideas, institutions, and technologies which has been of crucial importance in creating its current success. Finally, it is shown how the Danish experiences can be a very important source of inspiration for Chinese e-government development.
